About PIN Ukraine:

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. PIN is initiating its education response in-country and is looking for an Education Technical Lead to provide guidance for all its education related programming, including the set up and running of Child Friendly Spaces. PIN’s main humanitarian donors include ECHO, EU, BHA, UHF and the Czech Government.

 

About the role:

Main responsibility of the role is to provide technical support to PIN project staff on planning, implementation and coordination of education interventions (including child-friendly spaces) implemented in response to the current military operations in Ukraine as well as to ensure the education programme is implemented in line with all technical standards and guidance. He/she will be responsible for mentoring, capacity building and technically supporting PIN and its implementing partners’ programme and field staff.

 

Immediate priorities:

  • Support rapid roll-out of structured learning and wellbeing activities over the summer months to provide essential social and emotional learning support and prepare children for the new school year. This includes support to coordination with local authorities and stakeholders in the identification of ‘hub’ schools/community spaces, design of contextualised approaches in each target location, review and provision of guidance on resources and materials to be used in summer activities and development of guidance materials and monitoring tools to ensure quality implementation and feedback mechanisms.
  • Support the identification and minor rehabilitation of schools in areas recently re-taken by the government of Ukraine, predominantly in Sumy and Chernihiv Oblasts, as well as the selection of collective centres hosting internally displaced persons (IDPs) in need of support for the set-up of Child Friendly Spaces (CFS).
  • Support the identification of needs for digital devices and set up of digital learning centres for children to access online learning, particularly in border areas of northern regions and other areas directly affected by conflict.
  • Actively engage and participate in key coordination platforms including the Education Cluster and related technical working groups (TWGs), including co-leadership of the Learning Spaces TWG together with Save the Children. Ensure that key issues such as coordinating with government schemes, harmonisation with other humanitarian actors and development of/adherence to quality standards are raised and prioritised.
  • Provide advice on ongoing and future implementation and scale-up strategy & plan for education programming informed by the Ukraine context and relevant technical standards and identify how it can be incorporated into implementation.

 

Main Duties & Responsibilities:

  • Support the design of new education related projects and initiatives (including CFS) with a primary focus on newly accessible areas, areas directly affected by conflict and/or hosting high numbers of internally displaced children.
  • Draft implementation and monitoring SOPs, programme guidance and tools (on delivery options, service providers, data collection, targeting criteria, beneficiary selection, monitoring and evaluation etc.) in cooperation with MEAL and programme teams.
  • Provide technical support to project teams with development/adaptation and use of technical tools and implementation of the INEE minimum standards for education in emergencies.
  • Ensure the evolving contextual developments in the country are well reflected in the existing and new projects and implementation methodologies.
  • Support the program teams in feasibility and needs assessments and setting-up/maintaining cooperation with education and CFS actors/service providers.
  • Actively participate in proposal development for all projects with education interventions and work with Grants department in identification of new opportunities for funding.
  • Represent and ensure active participation of PIN in national coordination and technical forums.
  • Develop functional partnerships with relevant partners, local authorities and other stakeholders.
  • Provide advice and direction on PIN education intervention interaction with existing and newly emerging in-country priorities and gaps, in close coordination with the Ministry of Education and Science, cluster members and other key stakeholders.
  • Identify capacity needs within PIN project teams and national partner’s staff involved in education programming and support roll out of relevant training, including to Cluster members, where relevant.
  • Work closely with the Protection Technical Lead and psychosocial support (PSS) teams to identify areas of collaboration for more effective programming and holistic support to children.
  • Continuously evaluate PIN’s education and CFS interventions in terms of programme quality, relevance and effectiveness, help to identify gaps and implement improvements.
  • At least 3-year’s professional experience with education in emergencies interventions within a humanitarian organization.
  • Experience of implementing a large education in emergencies programme and active engagement at the national education cluster level
  • Degree and experience related to education in emergencies, child development, psychosocial support and/or international development.
  • Familiarity working with INEE minimum standards for education in emergencies and other technical guidelines of institutional donors and cluster;
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian and education programming, including safeguarding and accountability mechanisms.
  • Experience working with local partner organisations and in consortiums is desirable.
  • Ability to work independently and demonstrate organizational and problem-solving skills.
  • Experience of working with and through education cluster/Working Groups and demonstrable experience of developing/influencing technical guidelines.
  • Excellent teamwork, communication, coordination and representation skills.
  • Proven ability to work in a diverse and multi-cultural team environment, with appropriate sensitivity to social and cultural norms.
  • Proven ability to work in stressful environment.
  • Experience with remotely managed programming is a plus.
  • Fluency in spoken and written English, knowledge of Russian and Ukrainian language is a strong advantage.

Pin Offers:

  • Salary as per PIN scale, (EUR 1950 - 2400 + per diems EUR 1200) depending on the seniority level plus a hardship bonus of 400 EUR
