About the role:

PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, Shelter/NFI and Education, in addition to Early Recovery activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $45 million, engaging over 500 full-time staff members across Northern Syria and cross-border response hubs in neighbouring countries.

With guidance and supervision from the Grants Manager, the Junior Grants and Reporting Officer will play a key role in the development of quality reporting and proposal products, ensuring information sharing and archiving to ensure that lessons learned are captured, and feedback loops are fed back into ongoing programming and future programme development. The Junior Grants and Reporting Officer may also act as a secondary focal point for external liaison, representing PIN in coordination forums as designated (e.g. consortia, working groups, etc.). The position reports to the Grants Manager and works closely alongside the Grants and Reporting Officer, liaising regularly with Programme Managers and the M&E team, as well as with the Program Quality Director (PQD).

Duties and Responsibilities:

Grants Management

  • Under the supervision of the Grants Manager and alongside/supporting the Grants and Reporting Officer, act as a focal point for the compilation, editing, and quality control of donor, cluster and internal reporting as per donor and PIN requirements, including leading on the development of monthly progress updates and quarterly/final reports as designated by the Grants Manager;
  • Support the grants unit in organizing grants review meetings, including kick-off and close out meetings;
  • Ensure comprehensive grant files and donor guidelines and resources are maintained up to date;
  • Work closely with the Program and finance teams to develop standard reporting templates and tools that will support improved narrative reporting;
  • Support programme teams to improve reporting through identifying core capacity building needs and establishing a plan to improve reporting skills;

Programme Development

  • Provide dedicated support to the development of concept notes, proposals, modification requests and situation analyses – coordinating the development process with all relevant departments, including designing logical frameworks, setting realistic and measurable targets, and developing narrative proposals;
  • Upon ad hoc request, support the Programme Development Advisor and Senior Management Team in mapping funding resources, and identifying and exploring potential new sources of funding in line with PIN strategy and principles;

Communication

  • Assist the Grants manager, PQD, and Advocacy and Communications Manager to develop external communication tools as relevant for donor visits/meetings/reports; drafting written communication towards donors upon request of the Grants Manager;

Suitable candidates for this position should possess:

  • Bachelor’s degree in international development, law, public policy, political science, public administration, human rights, or other relevant field or its equivalent in additional experience. Master’s degree is an advantage but not required;
  • 1.5 years of proven experience in proposal development and/or reporting for institutional donors within a humanitarian and/or development organization (can include volunteering/internship positions);
  • Fluency in English, with exceptional writing and editing skills;
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  • Strong critical and analytical thinking skills with a keen attention to detail;
  • Knowledge of project cycle management and quality standards in humanitarian programming is an advantage;
  • Familiarity with the Middle Eastern region is an advantage;
