People in Need (PIN) is calling for applications for the position of a Monitoring, Evaluation and Learning Coordinator within the Centre for Human rights and Democracy. The primary goal of People in Need's Centre for Human Rights and Democracy is to support independent individuals and groups in countries with repressive regimes who are the target of persecution, harassment, or arrests because of their opinions or activities, and to strengthen civil society in countries that are going through democratic transformation. 

 

PURPOSE OF THE ROLE 

The role of the Monitoring, Evaluation, and Learning (MEL) Coordinator is to maintain harmonized monitoring and evaluation practices and to promote evidence-based decision-making across the Center for Human Rights and Democracy (Human Rights Department, HRD). The position holder will support the design and continuation of relevant MEL processes and tools in coordination with both HRD staff and relevant implementing partners. This will involve: developing and supporting programme and partner teams to use MEL systems to collect, aggregate and analyse data in addition to playing a partnership role in ensuring the compliance and reporting requirements of key stakeholders are met in full.  


TASKS & RESPONSIBILITIES:

  • designing logframes, project indicators, results frameworks; 

  • developing and improving the tools we use for data collection and reporting; 

  • participation in project kickoff meetings and supporting PMs in developing project M&E plans; 

  • helping PMs define data collection methodologies/tools, manage, analyze and report collected data; 

  • planning and conducting evaluations, or coordinating the process of selecting and briefing external evaluators; 

  • traveling abroad for the monitoring of the project activities; 

  • contributing to reports and lessons learned; 

  • collecting know how and tools from other human rights organizations, supporting the team in implementing relevant ones. 


QUALIFICATIONS:

  • university degree in social sciences, human rights, development, demography analysis or statistics or any other relevant field;  

  • at least three (3) year of progressively responsible experience working in a relevant field (preferably NGO sector, international organizations); 

  • experience using M&E tools; 

  • experience of conducting M&E in complex, insecure environments with limited access; 

  • experience in quantitative and qualitative data analysis;  

  • good level of written and spoken English; good level of written and spoken Spanish is and advantage;  

  • high ethical standards and ability to endorse principals of confidentiality and data protection; 

  • excellent report-writing skills, experience working with EC reporting frameworks is an advantage; 

  • ability to work under stress, follow projects through to completion with strict deadlines and without loss of attention to detail;  

  • effectively work independently and as a team member, ability to work closely with colleagues abroad, self-motivation and ability to set and meet goals.
