Country context

In February 2021, the Myanmar Armed Forces (MAF) ousted the National League for Democracy-led government, sparking strong civil unrest and a gradual escalation of violence across the country. The resulting turmoil has led to the breakdown of government services such as healthcare and education. The collapse of security further depressed the prospects of economic recovery following the multiple waves of economic disruption resulting from the containment attempts of COVID-19. The disruption of markets and financial services, as well as significant growth of hardship across all states and regions of the country, threatens to leave half of the country’s population below the poverty line.

To respond, PIN is actively working together with national civil society actors and responders to provide assistance to displaced and conflict affected population, restore access to services and to build the capacities of local responders to enable meaningful and context appropriate response.

Role description

The Programme Director will oversee the implementation of a PIN’s Localization and Partnership portfolio working with national CBOs, CSOs and NGOs to implement programmes on the triple-nexus-spectrum (H-D-P). The Programme Director will supervise programme managers and technical advisors/officers and MEAL Manager to ensure timely and quality outputs of PIN’s managed portfolio.

Duties and Responsibilities

Programme Management:

  • Take the overall responsibility of the quality, finances and timeliness of performance and reporting of all work under the programme portfolio;
  • Supervise the conduct and outputs of PIN’s team and PIN’s partners;
  • Work together with Head of Finance track expenditures and perform financial forecasting, ensuring cost-effectiveness in activities, timeliness of performance of all work performed under the program, and compliance with donor regulations.
  • Supervise MEAL (monitoring, evaluations, accountability and learning) processes and procedures, tracking programme status through internally developed monitoring tools and use of common IT tools (e.g. Navision, ELO), through monthly review meetings
  • Keep donors, partners and other relevant stakeholders informed of any shifts in the contextual dynamics that may result impact the health and outputs of the portfolio.
  • Liaise with the local and international partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
  • In coordination with the CMT oversee the strategic and security aspects of the program, guiding strategic direction to ensure adaptability and programmatic pivot as demanded by contextual developments.
  • Ensure timely and quality donor reporting.
  • Take part in recruitment processes to ensure technically sound team compositions.
  • Regularly coordinate with different departments in PIN Myanmar Country Programme and HQ to ensure technically sound programme implementation.

Business Development:

  • Work to identify new opportunities for programme development to promote the growth of sustainability of Myanmar Country Portfolio.
  • Identify fit-for-context solutions and translate them into programmatic concepts.
  • Lead proposal development.
  • Bachelor’s degree in international development, law, public policy, political science, public administration, human rights, or other relevant field or its equivalent in additional experience. Master’s degree strongly preferred.

Job Requirements

  • At least 5 years of experience in international development;
  • Direct experience working with national/local CSOs/CBOs/LNGOs a distinct advantage.
  • Demonstrated expertise in programming in support of localization of aid.
  • Significant experience in program management in volatile and unstable contexts.
  • Experience in remote monitoring and management.
  • Demonstrated leadership and management skill.
  • Experience of security management of own operations and supporting partners and beneficiaries in operation security.
  • Fluency in English, both oral and written.
  • Proven leadership skills and experience building and maintaining relationships with donors, national and international civil society actors, and government authorities;
  • Ability to display and practice the highest degree of discretion;
  • Strong organizational and time management skills;
  • Experience in working EC and USAID funds, knowledge of their regulations highly preferred;
  • Demonstrated financial management experience including preparing and managing budgets, contracts, and negotiations, and subgrant management;
  • Demonstrated ability to effectively manage a diverse team of employees;
  • ICT literacy.

PIN Offers

  • Salary as per PIN scale: 2350 – 2600 EUR (depending on the seniority level) + 1200 EUR per diems
  • Type of contract: consultancy contract
