In the aftermaths of the Russian invasion, PIN is significantly increasing its humanitarian response across Western, Central and Eastern Ukraine including neighboring countries, strengthening its program team and support departments including Security and Access

Job overview

Security Manager / Access Coordinator is an essential team member of PIN Ukraine Country Management Team. SM / AC is responsible for PIN comprehensive approach to access and security aspects of PIN operations in Ukraine, supervised by the Country Director and with a strong technical link to the PIN global security advisor.

Responsibilities

  • Coordinates access and security requirements with Country Director, Programs and Operations, particularly with the logistic department
  • Directly supervises PIN Security coordinator
  • Oversees access and security related responsibilities of all PIN Ukraine staff and systematically works on their capacity building
  • Continuously assesses threats in large-scale and high-risk conflict environment, quickly adjusting PIN operations based on risk assessment results
  • Responsible for thorough contingency planning, directly managing phases of preparedness and execution
  • Conducts specific access and security assessments as per PIN needs, i.e. area assessment, road assessment and actors’ analysis
  • Responsible for comprehensive procedures concerning PIN staff and cargo movement, travel clearances, verification of situation along access routes and areas of PIN operations
  • Directly delivers context specific briefings and advanced security trainings for PIN staff
  • Oversees workable relations with local authorities and other key actors shaping the security environment
  • Designs PIN procedures for usage of various communication tools; advanced personal protective equipment; hibernation, relocation and evacuation equipment
  • Maintains information network to provide corroborated information and early warnings
  • In charge of pertinent system of security flash alerts for PIN staff
  • Troubleshoots access and security issues as per authority given by the Country Director
  • Is an essential member of PIN crisis management team with focus on prevention, preparedness measures and capacity building of regular crisis management team members
  • Represents PIN at access and security forums, regularly networks with NGO peers, UN, national authorities and other stakeholders
  • Supervises PIN involvement in potential deconfliction mechanisms
  • Regularly updates access, security and safety related documentation, i.e. access strategy, risk assessment, safety and security management plans, medical plans

Requirements:

  • Previous experience from humanitarian sector and insecure environment
  • Experience with security / access aspects of INGOs operations
  • Program or logistic background preferred
  • Reliable, proactive, problem-solving and easygoing personality
  • raining skills
  • Fluent English required
  • Russian or Ukrainian an advantage
