About the Ukrainian Programme of People in Need

People in Need (PIN) began operations in Ukraine in 2003 with human rights programs and expanded to humanitarian assistance in 2014. With the full-scale invasion in February 2022, we significantly scaled up our programming across the country. Since then, PIN has reached almost 4 million people, working through a network of local partner organisations.

Today, PIN has its offices and teams in 8 oblasts in Ukraine with more than 500 local and international staff working in Lvivska, Kyivska (head office), Sumska, Kharkivska, Dnipropetrovska, Mykolaivska and Khersonska, Zaporizka, and Donetska oblasts.

PIN's assistance addresses both immediate and longer-term needs of war-affected people, focusing on safe water and sanitation, shelter repairs, protection services, and education in emergencies. Our recovery programming delivers more systemic solutions, including support to district heating systems and renewable energy initiatives.

PIN also provides comprehensive assistance to veterans and their families, including business grants and mental health and psychosocial support (MHPSS), strengthens the quality of education in schools, and advances systemic improvements in social care for the most vulnerable. Funding comes from a diverse range of institutional and private donors.

About the role

This position is looking for professionals to be included in a pool of experts for rapid deployment, short term (at least 4 weeks), and/or gap filling position for Ukraine country program, work will be implemented mostly in-country. Successful candidates would be included in a roster of staff, who would be called upon based on need in country to cover specific tasks with local teams. The pool is open to receive applicants who have Shelter or Energy or WASH experience.

Under the direct supervision of the relevant Technical Lead (can be Shelter/WASH depending on the applicant’s expertise) this post provides technical support and implementation of project activities, in particular for emergency projects related to following infrastructure works:

Water and sanitation services

  • Water supply + plumbing
  • Electro-mechanical equipment
  • Waste water supply
  • Energy (alternative + backup systems)
  • Heat and thermal supply (district heating)

Repairs & rehabilitations of shelter, housing and institutions

  • Civil engineering
  • Energy (alternative + backup systems)  

Main Duties & Responsibilities

  • Conducting technical assessments of project sites, designs, and specifications.
  • Drafting or revising existing bills of quantities (BoQs) for infra/Wash/shelter/civil works. 
  • Ensuring compliance with national building codes and standards, as well as   environmental and safety regulations; as well as humanitarian technical standards.
  • Reviewing and evaluating bids from contractors and suppliers.
  • Providing technical supervision and guidance to implementation teams on site.
  • Inspecting and approving executed works and issuing completion certificates.
  • Support the process of infra shelter/water supply system rehabilitation at all stages of the project implementation, technical supervision.
  • Send regular updates, necessary information and report on the progress of implementation and execution of works.
  • Support the procurement process - in particular the preparation of requests for relevant materials, equipment and works with the definition of specifications and quantities.
  • If necessary, provide support during the examination of engineering documentation (field reports, assessment documents).
  • Conduct regular visits to facilities to check the quality of work execution and provide consultations if necessary.
  • Provide preparation and processing of project documentation: reports, BoQs and other supporting documentation.

  • Areas of implementation are mostly in eastern Ukraine, include security and safety training.

Security situation in Ukraine

Humanitarian workers continue to operate throughout Ukraine, although the front-line areas are being shelled almost constantly, and main cities are being targeted with missiles and UAVs quite regularly. PIN security SOPs require PIN staff to proceed to shelter should the risk level be assessed by the Security Department as the highest (launch of missiles or drones) and remain there until the air raid siren is cancelled, which cumulatively can be as often as every day, occasionally for several hours at a time (although shorter periods are as well occurring). Even though air strikes target military, energy and water infrastructure, it is often that the strikes are highly inaccurate and hit civilian infrastructure en masse. Strikes aren’t exclusive to the frontline areas and cover to different extent all the regions of Ukraine. Ukrainian air defence capabilities are severely depleted by lack of missiles provided by western allies, hence a significant number of missiles and drones reach their targets. Outside of the areas in the vicinity to the contact line, services such as medical care, shops, public transportation as well as restaurants or leisure facilities remain operational.
 

Requirement:

  • Engineering degree in civil, water or environment or similar relevant field (see below: construction, electrical/mechanical engineering, energy, chemistry, or architecture) - mandatory certifications, with experience in building or restoring institutional and residential areas, such as houses or apartments 
  • or least 3 years of experience working in the field of WASH hard component (infrastructure construction/rehabilitation/improvement)
  • Humanitarian related field and/or project management (PMD pro1, BBR, Sphere...) will be considered as an advantage
  • Experience with implementation of projects in countries with development or humanitarian context preferred, but training will be provided for candidates outside without prior experience working in humanitarian/development setting
  • Knowledge on following software (similar/equivalent) will be considered as an advantage (AutoCAD, WaterCAD, Sketchup), AVK 5 software package; work together with PIN Estimator' team to prepare tender documentation
  • English language must be fluent in speaking and writing 
  • Ability to speak Ukrainian or Russian language is an advantage
