About the role:

Regional Project Manager (RPM) will provide leadership and management to regional EU-funded project focused on strengthening resilience and capacities of local civil society actors in Eastern Partnership countries to combat disinformation and build media literacy of local communities. RPM will oversee coordination with project partners and PIN country programs, ensure technical quality, projects implementation and reporting and support future program development.

Main Duties & Responsibilities:

Technical expertise

  • In close cooperation with Deputy Regional Director (DRD) and PIN technical advisors to ensure and build PIN technical expertise in countering disinformation, media literacy and empowering CSOs and independent media in a changing information landscape.
  • Actively search for well proven tools on countering disinformation and strengthening capacities of local actors.

Project cycle management

  • Ensure effective coordination between PIN RDD and HRD departments and projects partners, facilitation of regular meetings with project managers, project partners on program management issues, as well as other relevant and ad-hoc meetings and workshops;
  • Ensuring that project is implemented in line with PIN quality standards
  • Ensuring that project activities are implemented according to the initially agreed work plan and budget.
  • Ensuring MEAL plan is prepared and follows PIN MEAL standards and donor requirements and agreed indicators.
  • Ensuring preparation and submission of narrative reports and other ad hoc reports; reviewing the financial report;
  • Ensuring that the project complies donor requirements and that operational and administrative procedures are followed according to EC guidelines;
  • Ensuring regular communication with donor and other relevant stakeholders.

Communication and Coordination

  • Ensure preparation and follow up on communication plans in each project country with relevant colleagues and project partners.
  • Oversight of development relevant communication materials;
  • Upon request acting as the spokesperson for the Consortium with high-level stakeholders nationally and internationally.

Capacity building

  • Managing capacity development of PIN project staff in target countries, identifying requirements for staff capacity building;
  • Together with DRD, developing lessons learned in the design and implementation of project activities.

Programme Development

  • Contribute to the Country Programs fundraising strategy and proposal development related to Disinformation.
  • Seek new funding opportunities
  • Participate and lead in the process of preparing proposals for DG ENEST and other donors and liaising closely with key country staff to complete this task.

Main requirements:

  • At least 5 years of experience in project management, including min 2 years of experience in managing project in development sector with specific focus on countering disinformation, media literacy and empowerment of CSOs and independent media in a changing information landscape.
  • Working knowledge of challenges linked to Foreign Information Manipulation & Interference (FIMI) and disinformation in Eastern Partnership Countries is an advantage
  • Working knowledge of different institutional donors´ compliance regulations and requirements
  • Strong grasp of all stages of program cycle management and quality standards in development programming; Working knowledge of budget development and management
  • Demonstrated experience in leading coordination of project partners within project consortia and ability to manage the team of experienced professionals and to coordinate with other PIN departments
  • Strong organizational skills with the ability to manage multiple tasks and deadlines effectively
  • Excellent communication skills, including fluent spoken and written English, including exceptional report writing and editing skills
  • Detail-oriented with a focus on accuracy and quality in project documentation and reporting
  • Ability to communicate clearly and sensitively with different groups of people and respect their different cultural backgrounds
