Position: Regional Program Quality Advisor (RPQA)

Contract Length: February 2022 – December 2023 with the possibility of extension

Country Programme: Eastern Partnership and Balkans

Base: HQ or any of the countries with PIN offices (i.e. Armenia, Georgia, Moldova or Ukraine); possibility to negotiate remote work from elsewhere

Line Manager: Regional Director for Eastern Partnership and Balkans

 

About the Eastern Partnership and Balkans Program of People in Need:

PIN has been active in the countries of former Yugoslavia and former USSR since its establishment. The current programming focuses on humanitarian, development and peace activities. PIN is a major humanitarian actor in Eastern Ukraine and in response to Nagorno Karabakh displacement. PIN is also responding to the impacts of Covid-19 pandemic or more recently the energy crisis. The development activities focus mainly on strengthening civil society, promoting good governance and accountability, community development, inclusive education, media literacy and social inclusion and protection (mainly of people with intellectual disabilities and ethnic minorities). Regional annual turnover is around 13 M EUR. Majority of PIN funding in the region comes from EU, USAID, British and Czech Governments.

About the role:

RPQA is supporting the region and country programs in proposal development and ensuring the quality of project implementation. RPQA regularly visits all country programmes in the region and participates in strategic discussions, consults and gives advice in programme development phase, manages quality and provides methodological support. RPQA’s main counterparts in CPs are Head of Programmes (HoPs) and Program Quality Support Officers.

Main Duties & Responsibilities:

Grants Development

  • Assists in identifying grant opportunities, participates in communication with donors; contributes to the diversification of funding from institutional donors
  • Supports country teams in deciding which opportunities to pursue, based on their strategies, capacities, potential of added-value for PIN in the country/region
  • Supports (or leads) proposal-writing process, assists country program teams with a full and timely submission of complete proposal and annexes
  • Builds capacity of project staff in proposal development and provides feedback and on the job coaching in proposal writing and development

Accountability, Knowledge Sharing and Organizational Learning

  • Manages and maintains regional know-how about external consultants, seeks feedback on external evaluation consultants (performance appraisal), links PIN staff to external evaluation consultants
  • Supports implementation of PIN Quality Management Policy
  • Engages with project / programme teams and M&E staff to support preparation of evaluation ToRs, briefs and presentations for dissemination of evaluation results
  • Promotes use of the PIN strategic indicators in projects and supports standardized data collection
  • Promotes innovations and experience-sharing within the region

Main requirements:

  • Excellent command of written and spoken English; knowledge of national languages or Russian an advantage
  • Prior experience in humanitarian and development sector or environmental, social or human rights field
  • Master Degree in relevant field
  • Proven track record in proposal/bid development
  • Experience with working in multicultural teams
  • Excellent communication skills
  • Team spirit
