From fear to fortitude: EWS 1294 empowers at-risk communities in Battambang

In Cambodia’s flood-prone provinces, families live with the constant threat of rising waters. Our Early Warning System 1294 (EWS 1294) delivers timely alerts through multiple channels—free IVR calls (1294), Telegram, ABC 107.5 radio, loudspeakers, and SMS. This array of channels helps communities act quickly regardless of technologic nor literacy restrictions. Alerts provide information before flooding takes place, and training gives villagers the knowledge to respond effectively.

Nhae Sokly, who lives in Battambang Province, has seen firsthand how floods used to overwhelm his community. Sudden water surges would submerge rice fields, damage property, and threaten homesteads.

“Before EWS, floods came without notice. We could see the water rising but we would have no idea when it would reach homes or fields. Every rainy season felt like waiting for disaster,” Sokly recalls.

Over time, Sokly noticed that floods were becoming more frequent and intense. Families struggled to protect crops and property, and anxiety during the rainy season was high. Everything changed when he first learned about EWS 1294 from Facebook; during training at the commune hall, he and other villagers were guided on registering for alerts and understanding what to do before, during, and after flooding.

Once the alerts started arriving, the community could take immediate action. Families harvested at-risk crops, moved equipment to safety, and secured livestock. These measures reduced potential losses and protected livelihoods, turning a previously overwhelming flood into a manageable situation.

“When I learned about the system and how alerts reach phones and loudspeakers, I felt relieved—finally, we could plan ahead. It felt like we were in control of something that used to control us,” Sokly says.

The system has also transformed how the village responds collectively. Families act faster, neighbours coordinate to protect each other’s property, and even those who were hesitant before now register and participate actively. Floods no longer feel as frightening, because the community can act with confidence.

Sokly emphasises the importance of spreading awareness and encouraging all villagers to register for the system, understanding that preparedness is key to safety. He also expresses gratitude for the support from the National Committee for Disaster Management, HEKS, and People in Need (PIN), which ensures that alerts reach those in at risk areas.

“EWS 1294 is more than a tool—it’s our shield against disaster. It allows families to prepare, protect their livelihoods, and care for each other. Now, when floods come, we are ready, confident, and safe,” he concludes.

Through EWS 1294, communities like Sokly’s have moved from reacting to floods to being prepared, reducing damage, stress, and uncertainty, while empowering residents to face each rainy season with preparation and peace of mind.

This activity is supported by the Swiss Cooperation Mekong, HEKS - EPER Cambodia, and Caritas Suisse to further promote the system in vulnerable areas of Cambodia.
