Humanitarian Action Works: VOICE, the network of European NGOs launch campaign to defend life-saving aid amid funding cuts

At a time of escalating global crises and mounting pressure on humanitarian budgets, VOICE – the largest European network of humanitarian NGOs – has launched Humanitarian Action Works, a Europe-wide communications campaign highlighting the real impact of humanitarian assistance and the consequences of underfunding.

As conflicts intensify, climate shocks multiply, and humanitarian needs reach record levels, millions of people depend on access to food, clean water, healthcare, protection and dignity. Yet humanitarian funding is increasingly under strain, while misinformation and political narratives question the legitimacy and effectiveness of humanitarian action.

The campaign responds directly to this shifting environment.

Built around three core messages:

  • Real People, Real Impact – showcasing the lived experiences of people supported by humanitarian organisations.
  • Humanitarian Action is a Lifeline – Because Every Life Has Equal Worth – highlighting universal needs such as water, food, and healthcare.
  • Humanitarian Action Works – and Underfunding Has Consequences – demonstrating what happens when essential services are reduced or interrupted;

The initiative seeks to reconnect European audiences with the tangible and human reality of humanitarian action.

Through short videos, visual storytelling, and first-person testimonies from crisis - affected communities and frontline responders, the campaign makes humanitarian action concrete and relatable. It also underlines the accountability, professionalism, and effectiveness of NGOs operating in some of the world’s most complex environments.

“Humanitarian action is not abstract. It is about real people, real needs, and real impact,” says VOICE Director Maria Groenewald. “At a time when funding cuts threaten essential support, it is critical to reaffirm that humanitarian action works — and that protecting it is a matter of shared responsibility.”

Members of the European Parliament, including Barry Andrews and Leire Pajín, have contributed reflections to the campaign, underlining the importance of protecting principled humanitarian action at EU level.

The campaign has already attracted attention in leading European media, including coverage in El País Planeta Futuro, highlighting the broader debate on humanitarian funding cuts.

As the European Union debates future budget priorities, including the next Multiannual Financial Framework (MFF), the campaign serves as a reminder that sustained funding in humanitarian assistance is critical. Failure to act could lead to severe geopolitical consequences and setbacks in poverty reduction - not only for affected communities but for everyone.
